sub menu connected to Help Topic doesn't work when editing ticket

I added submenu (drodownlist with differnts form) to HelpTopic dropdownlist; it works fine when creating new ticket, but when I try to edit the ticket the link doesn't work and the dropdownlist submenu remain block on the old position-value.

Any tips?
