All Agents view in Reassign Ticket

I Created 3 Departments... Support / Project Manager / Development

Two Teams - Delhi Project Manager / Delhi Development

Ticket First Goes to Support Department by default. They assign to Delhi Project Manager Team. Now the agent of "Delhi Project Manager" team want to Reassign a ticket to "Delhi Development" individual agent. But in "Reassign Ticket" option does not show agents from "Delhi Development".

How can I view all agents from "Delhi Development". Please reply with a solution
