Problem registering and querying ticket time

Hi... I am using osTicket version 1.9.14 to register tickets for a company which has offices in different countries with different time zones. We have detected that the application is registering the tickets with the time of the server. We have setup the server with the UTC time, so, this way, it registers a standard time... easier to translate then to any time in the world.
But the problem arises when querying the tickets. The app is always translating the ticket times using the user preferences, but not the ticket date. So, for example, if a ticket was registered on 1/August/2016 17:00 in Spain, when this user changes his preferences checking the daylight saving (because it is now, for example, December), querying that same ticket indicates it was submitted at 18:00.
Wouldn't it be correct to take into account that the ticket was really submitted at 17:00? I mean... the app shouldn't translate the times taking into account the user preferences, but the date the ticket was submitted on, should it?
In fact, the correct thing to do would be to show the time at which the ticket was submitted from where it was submitted. I mean... if the ticket was submitted from Spain, in August, at 17:00, if you query the ticket from Chile (for example), it would be good if it said the ticket was submitted at 17:00, not translating it to Chiles time (or it could inform of the local time next to the real time, for example).
I dont understand why the app translates the times taking into account the user preferences...
Am I missing something or is this the way the app works?
